No it does not. Mediation is a voluntary process, so no party can be forced into it, or bullied. Both people have to be willing to try mediation. Not every case can be mediated to legal implications, and not every person is wiling to do mediation. However, sometimes later on, or while litigation is happening people can be ordered by a Judge to do mediation, or can choose mediation and choose to end litigation.
